Special Food Stands

The Partnership4Health authority licenses and inspects special event, mobile, permanent and temporary food stands operating within Otter Tail County in Minnesota.

Special Event Food Stands

A Special Event Food Stand is a food and beverage service establishment which is used in conjunction with celebrations and special events, and which operates no more than 10 total days in the current calendar year.

Guidelines for Operating Special Event Stands

The Minnesota Department of Health offers information on required procedures for operating your special event food stand. These requirements are regulated by the Partnership4Health Authority. View the Special Event Food Stand Guidelines.

The Partnership4Health provides a checklist for operators of special event food stands to help communicate requirements of the Health Authority. The Active Managerial Control Checklist (AMC) focuses on methods to promote food safety practices for your food stand.

To apply for a special a Special Event license you will need to fill out the Special Event Application prior to holding an event.

Mobile & Seasonal Food Stands

Mobile Food Unit – a food and beverage service establishment that is a vehicle mounted unit, either:

  • motorized or trailered, operating no more than 21 days annually at any one place, or operating more than 21 days annually at any one place with the approval of the regulatory authority as defined in Minnesota Rules, part 4626.0020, subpart 70; or
  • operated in conjunction with a permanent business licensed under this chapter (157) or chapter 28A at the site of the permanent business by the same individual or company and readily movable, without disassembling, for transport to another location.

Seasonal Temporary Food Stand – a food and beverage service establishment that is a food stand which is disassembled and moved from location and location, but which operates no more than 21 days annually at any one location, except as provided in paragraph (b).
(b) A seasonal temporary food stand may operate for more than 21 days annually at any one place with the approval of the regulatory authority, as defined in Minnesota Rules, part 4626.0020, subpart 70, that has jurisdiction over the seasonal temporary food stand.

Seasonal Permanent Food Stand – a food and beverage service establishment that is a permanent food service stand or building, but operates no more than 21 days annually.

Guidelines for Operating Mobile Units / Seasonal Food Stands

New or Remodel Mobile Food Unit/ Seasonal Food Stand Plan Review Application may be required for licensing a mobile food unit or seasonal food stand within the jurisdiction regulated by the Partnership4Health. Annually you will also need to fill out the Food Carts, Mobile Food Units, Seasonal Permanent or Temporary Stand License Application.
